State Health Officer Announces Certificate of Need Decisions for Projects in Charleston and Pascagoula

Jackson, Miss. – The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following projects:

Bio-Medical Applications of Mississippi, Inc., d/b/a Fresenius Medical Care
Charleston, Mississippi
Extension/Renewal/Reissue/Transfer of CON #R-0710 for the Establishment
of a Six-Station ESRD Facility

Bio-Medical Applications of Mississippi, Inc., d/b/a Fresenius Medical Care received Certificate of Need (CON) authority on Wednesday for the renewal, extension, reissue, and transfer of CON #R-0710 to establish a six-station End Stage Renal Disease (ESRD) facility in Tallahatchie County, in accordance with a court order issued in Bankruptcy Court. The original CON was granted in 2006.

The total capital expenditure for this project is $254,085.


Singing River Health System d/b/a Singing River Hospital
Pascagoula, Mississippi
Conversion of Eight Level II CMR Beds to Level I CMR Beds

Singing River Health System received Certificate of Need (CON) authority on Wednesday for the conversion of eight Level II comprehensive medical rehabilitation (CMR) beds to Level I CMR beds, upon compliance with specific criteria and standards. This project will enable residents of the facility’s service area to receive local treatment services for the additional rehabilitation diagnostic categories of spinal cord injury, congenital deformity, and brain injury.

There is no capital expenditure for this project.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to improve the health of Mississippi residents; to increase accessibility, acceptability, continuity and quality of health services; to prevent unnecessary duplication of health resources; and to provide some cost containment.

The MSDH has administered the Certificate of Need program since July 1986. Since then, more than 1,400 Certificate of Need applications have been reviewed, representing total capital expenditures of approximately $5 billion.
