State Health Officer Announces Certificate of Need Decisions

The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following projects:

North Sunflower Medical Center
Ruleville, Mississippi
Offering of Mobile MRI Services

Capital expenditure: $0

North Sunflower Medical Center has received Certificate of Need authority to offer mobile MRI services at its facility one-half day per week from 8 to 11 a.m. P & L Imaging currently provides the service on Tuesdays each week and will continue to provide all equipment and staffing to conduct the procedures.

The total capital expenditure for this project is $0.


North Sunflower Medical Center
Ruleville, Mississippi
Addition of Wellness Center and Replacement of Operating Room Sui

Capital expenditure: $8,291,591.

North Sunflower Medical Center has received Certificate of Need authority to expand and renovate 2,500 square feet of hospital space and construct 33,541 square feet of new space. This project will entail renovating and expanding an existing area in the facility to relocate existing staff and services, connecting the new wellness center to the southeast wing of the hospital, relocating existing surgery suites to the new wellness building and updating surgery suites.

The total capital expenditure for this project is $8,291,591.


North Mississippi Medical Center
Tupelo, Mississippi
Replacement and Addition of Electronic Information and Surgery Information Systems

Capital expenditure: $28,000,000

North Mississippi Medical Center has received Certificate of Need authority for the replacement and addition of electronic information and surgery information systems. The project will include the replacement of the facility's 25-year-old electronic clinical record systems and its 20-year-old surgery information system. The new systems are designed to facilitate computerized physician order entry and will alert physicians to possible drug interactions or patients' allergies.

The total capital expenditure for this project is $28,000,000.


Covington County Hospital and Nursing Home d/b/a Arrington Living Center
Collins, Mississippi
Amendment/Cost Overrun to CON #R-0566 (Construction/Establishment of a 60-bed Nursing Facility)

Additional capital expenditure: $889,859

Covington County Hospital and Nursing Home d/b/a Arrington Living Center has received Certificate of Need authority for the amendment/cost overrun on CON #R-0566 for the construction/establishment of a 60-bed skilled nursing home.

The additional capital expenditure for this project is $889,859, making the total capital expenditure $2,357,939.


Baptist Memorial Hospital - DeSoto, Inc.
Southaven, Mississippi
Transfer of Radiation Therapy Equipment and Services

Capital expenditure: $0

Baptist Memorial Hospital - DeSoto, Inc., received Certificate of Need authority for the transfer of radiation therapy equipment and services to Humphreys Cancer Center, LLC. The transfer will allow The West Clinic to become the service provider and operate the equipment at the Baptist Memorial Hospital - DeSoto Cancer Center. The West Clinic will lease existing space and the radiation therapy service from Baptist Memorial Hospital - DeSoto.

The total capital expenditure for this project is $0.


Alliance Oncology, LLC d/b/a Bethesda Regional Cancer Treatment Center
Clarksdale, Mississippi
Establishment of Mobile PET Services

Capital expenditure: $67,000

Alliance Oncology, LLC d/b/a Bethesda Regional Cancer Treatment Center has received Certificate of Need authority to establish positron emission tomography (PET) services. The facility will contract with Alliance Imaging, Inc., to provide mobile PET Services.

The total capital expenditure for this project is $67,000.


Alliance Oncology, LLC d/b/a Delta Cancer Institute
Greenville, Mississippi
Establishment of Mobile PET Services

Capital expenditure: $67,000

Alliance Oncology, LLC d/b/a Delta Cancer Institute has received Certificate of Need authority to establish positron emission tomography (PET) services. The facility will contract with Alliance Imaging, Inc., to provide mobile PET Services.

The total capital expenditure for this project is $67,000.


Singing River Hospital System d/b/a Singing River Hospital
Pascagoula, Mississippi
Construction/Electrical Services Upgrade

Capital expenditure: $4,383,032

Singing River Hospital System d/b/a Singing River Hospital has received Certificate of Need authority to elevate and relocate its electrical services in order to be less susceptible to storm surges and potential flooding. The new electrical service room will be elevated about 35 to 40 feet above sea level and physically connected to the hospital, which will allow easy access and convenient troubleshooting during severe weather.

The total capital expenditure for this project is $4,383,032.


Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.

The Mississippi State Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be January 29, 2009, at the Mississippi State Department of Health offices in Jackson.
